The Vision of the Meritocracy Project

Education must be disseminated in a more universal and egalitarian manner than it is now.  To this end, there should be an international non-profit organization whose purpose is to help people advance in knowledge and to certify the success people achieve in whatever field people choose to pursue.  This organization should develop free learning and teaching materials publicly available to everyone online, and it should organize proctoring locations worldwide to administer examinations already established for determining and awarding acknowledgement of mastery in learning.


For example, students around the world should have access to materials to study for the United States's G.E.D. (General Education Diploma) test to earn a U.S. high school diploma.  If this test in not available for people to take outside of the U.S. it should be, and it should within the mission of the Meritocracy Project to work toward that goal.  The G.E.D. test is available in English and Spanish and could serve much of the world's population in these two languages.  If there are other nationally established test-based high school diplomas, the Meritocracy Project should world toward disseminating and supporting the use of those test as well on the global level.

On the university level, the United States already has established as test-based system covering credits for the first two years of college.  This system is administered by the College Board and the tests are called CLEP tests.  The Meritocracy Project should make teaching and learning materials available for these tests online in the public domain; and then furthermore, it should work toward establishing exam proctoring locations worldwide for the distribution of this valuable educational opportunity worldwide.  If there are other nationally recognized university mastery exams that people can take instead of actually attending physical classes on an institutional campus, then preparation for those exams and proctoring for those exam should be supported as well by the Meritocracy Project on as international a level as possible.

On the professional level, free independent study materials should be made available online to aid in mastery of all of the major languages of the world starting with the 6 official languages of the United Nations (English, French, Spanish, Arabic, Russian, and Mandarin Chinese), and proctoring for U.N. certified language proficiency tests should be supported worldwide.  Beyond that where ever there are well established professional tests for teaching certification, medical certification, legal certification, and certification of all kinds of professional competency, the Meritocracy Project should work on support of independent study for these exams and proctoring for these exams.  For example, California and some other states have been slowing moving toward a system that allows students to sit for Bar Exams to become legal attorney's without going to law school.  In middle eastern countries such as Egypt it may be possible to get certified in Islamic legal traditions simply by taking an exam as well.  In other parts of the world, it might be possible to certify a high degree of medical knowledge or competence in an exam based system.  Doctors who receive medical education in other countries and become legally certified in the profession abroad can already take a knowledge based exam to transfer their medical licenses to the United States.  In every way, and in every manner, the Meritocracy Project should support the expansion of access to independent study materials and to these kinds of exams worldwide.
